Is there a good governance regarding children's rights? Does having a broken family affect a child's morale, character, and attitude? Government officials are doing their best in protecting the youth. But how can the protection be fulfilled if the citizens, the parents to be specific, are resisting instead of cooperating? I have researched some laws that were created and implemented by the government officials to fully strengthen the rights of the childre. In my speech, I will tell you some of the laws I've researched that were made by the government functionaries from tge Presidential Degree No. 603 (The Child and Youth Welfare Code), and some factors affecting children's character.

        There are a lot of Articles regarding the Children's rights stated in Presidential Degree No. 603, and there are 42 articles to be exact, but I will discuss only one specific article, the Article No. 3 Rights of the Child. This article states that all children shall be entitled to the rights herein set forth without distinction as to illegitimacy, sex, social status, religion, political antecedents and other factors. Every child is endowed with the dignity and worth of a human being from the moment of his conception, as generally accepted in medical parlance, and has therefore, the right to be born well. But still there are some children that are born with deformities, due to improper care of a mother during pregnancy. Every child has the right to have a wholesome family that will provide him with love, care and understanding, guidance and counseling, and moral and maternal security. The dependent or abandoned child shall be provided with the nearest substitute for a home. But there are still children who lack happiness, love, satisfaction, and everything they deserve, due to having a broken family. Leaving abandoned children with the nearest substitute is never enough, because there is nothing like the love and care that the parents can give to their children.

        With that all said, the government has done their job in regulating the children's right through the credibility of the law, but without the cooperation of a family, these laws that were made are useless. The government is not to blame, but the people who refuse to cooperate.
